Whitmer is excellent and could replace Biden at the convention. I can't see her agreeing to become Biden's vice-presidential nominee.

Swapping Harris for Buttigieg would meet loud cries from a few. Any bold change will have downsides, but they must be weighed against doing nothing -- as Biden would have.
