What it can be, Erik Engheim, is that one person's decision making is being done in isolation. Not irrational as much about of touch. Autocrats, the longer they are around, increasingly live in a bubble of information feed to them that they like hearing. It's quite logical that their thoughts steer away from what's on the ground. Not gaga stuff -- but can certainly look like it.
