Whether this American management was pioneered by business or the military I'm not sure. May be kind of both. And proves very effective.
I suspect that the U.S. military (and other modern ones) try to have an inverted triangle philosophy where the most important soldiers are those on the front line with the enemy and the hierarchy above serve to serve those below them. That is to make the job easier for the rank below.
This along with the efficiency of having decisions made at the lowest level possible -- as much devolution of authority as possible.
Generally Russian business (and politics) have never seen the rewards of this structure.
