The Iranian regime needs Israel (and the U.S.) as an enemy to maintain its authority in a similar way that Netanyahu needs the rockets from Gaza and Southern Lebanon to stay as Prime Minister.
Hamas was encouraged by Netanyahu and continually used to undermine the Palestinian Authority.
