Buttigieg can be the most help to Harris. Her current popularity is more due to national relief over Biden's eventual exit from the race than a sudden fondness for Harris. Pete can get the Kamala balloon flying higher. I see the others failing to achieve that.

Harris has yet to hold a press conference or interview for her campaign. The likely reason (and reminiscent of Biden) is she is poor at giving them. Pete can help her and fill in where it's demanding.

Mark Kelly and Tom Wolf, although excellent people are too old. Youth is a decisive break from Biden and Trump, and these two will likely ground Harris's balloon.

The notion that a governor or senator can deliver their home state in a presidential race is uncertain -- the history is mixed. Josh Shapiro comes from the same law enforcement background as Kamala Harris, which may not be ideal. Harris could pick him, but he may have apprehensions about being Harris's understudy.

The pick is crucial to winning in November.
