This was a tragedy with no hero.

NYC has wrestled with problems of homelessness and the mentally ill. It's challenging to identify the best actions. It's not a money issue (and has zero to do with expenditure on wars abroad).

It's difficult to reconcile that the solution to a person screaming for help was to kill him.
