Talk of "rules-based order" is perhaps a cry for sense and accountibility not just for the rest of the world but for we in America and our security. You can certainly argue what rules.
Organisatins and treaties and "rules-based order" is well and good but the real substance of both our security and prosperity depend upon the strength of our network and interdependencies around the world. That happens with the easy flow of goods, money and people from country to country.
