Your politics being issue driven makes sense and if we have more of this perhaps we will have better policies. It happens more at a local level where people vote for the best person for the job and so we have Republican places run by Democrats and vice-versa.

To be fair to the Democratic Party they do map out a few plans for the future -- Biden with his infrastructure, OAC in Green New Deal etc. where the Republicans are without plans or even a platform (Romney with new child assistance was a welcome exception).

There are some very talented people in Washington and we can't lump them altogether but parties are in the habit of doing just that.
