Ukraine, America, and the West would want to retain credibility. Squandering this on shenanigans, such as fast flag operations, would undermine a valuable position.

Are Ukraine and the West planning something? I imagine yes, and it is the ousting of Putin's forces from Crimea. This is possible and necessary for lasting stability beyond the end of the current war.
