The problem has deep roots because it's the American Dream to own a detached house on a piece of land.
That American aspiration can be replaced by something better. Elon Musk made EVs sexy and fashionable, and other clever individuals could do the like with housing.
Just as the government could never bring about Teslas or iPhones, it can set the conditions for a change of culture, perhaps through the taxation changes you suggest.
A step would be removing ALL housing subsidies, such as federal underwriting mortgage loans, and not allowing mortgage interest to be tax deductible. SALT was reduced but should be eradicated (one of the few things where Donald made sense).
These measures would prompt a change in the mentality. Suburban real estate may lessen as social aspiration and investment.
Where are the architects? LIVING SPACE can be designed to replicate some of the suburban qualities without gobbling up so much land. LIVING SPACE can be designed to incorporate private outdoor space and the public.
