Jakub, post-Cold War sleepiness happened particularly in America because it no longer had to counter Soviet attention in counties around the globe. Apart from outbursts triggered by 9/11 and a well-executed take back of Kuwait, America retreated from the world. Today the U.S. does not have an adequate diplomatic presence in many places or comprehensive policies for Africa, the Middle East, India, Pacific Islands, and CHINA.
