I don't recall Barcelona being expensive, but it was 25 years ago for me. It happened to be a particular year for Gaudi, with more of his work open for visitors. That was wonderful and not crowded.

I found the city fascinating in its contrast and distancing from Madrid with its secretive hangover from long-departed Franco. This was reflected in the design, where artists, architects, and decorators were imaginative and inventive in their strive to be different. I recall bathrooms with no hot and cold taps because I didn't recognize them as such and doors with no traditional handles. After all, the doors did not open like that.

Bilbao was full of fantastic modern design. Again because of the history with central Spain.
