It may seem like helping the devil first, but Israeli security is an essential building block for what you describe to occur. Netanyahu is currently (and remarkably) holding that leverage, which must be taken from him.

America is vaguely in the direction (to be kind), but it is not nailing it. Biden has greater opportunity since he is out of the race. He has courage -- perhaps not the grey matter.
