This arrangement is assisted by complacency and, unless challenged, is unlikely to change. A wave of young and talented lawmakers may change the dynamics, even in a further Biden term.

The older Cuban population living mainly in Florida has dictated American Cuban policy for years. Obama made moderations, but Trump rolled them back. Younger Cubans seem complacent but may be stirred into action (beyond waving flags) prompted by a crisis of some kind.

Secular and moderate Israelis were complacent until the power of the courts was challenged. They must similarly rise to the challenge of forming a new Israel. A prosperous and worldly Israel is in harmony with its neighbors. Moderate Palestinians can become allies in countering religious and ultra-right pressures.

Outsiders can influence, but Israel has to achieve the transformation.

"The Two-State Solution Is an Unjust, Impossible Fantasy" by Tareq Bacon, published in the NYT on 4/1/2024, is worth reading.
