Conservative Texas has been running scared for some time and hence all the protective measures (you point out) in an effort to maintain the status quo. There could well be parrellels with Geogia in how the state moves forward politically.
Beto O'Rourke to my mind is the best pick of the three. He has moved on from skateboards and jumping onto car roofs. He was particularly impressive (and effective) in his criticism of the Texas administration's indifferent response earlier with the pandemic. He stuck his neck out on guns but he is smart enough to manage that.
Big advantage. He looks the part and communicates more confidently than either of the Castros -- who are also good..
