Could Woodward have released pieces of information earlier? Yes, but probably unwise to do so -- his flow of information may well have been shut down and the pieces in hand little value compared with the comprehensive descriptive picture he was able to later deliver.

He had the discipline to stay the course -- to build with even more revealed. There are always trade-offs in decision making -- that is what decision making is all about -- short versas longer term etc. Woodward does his thing and because of it he is a great contributor to our information -- and our well being.
