Your solutions may be way too sensible. We are in a different time now from when you and I received our childhood vaccinations. We have this "freedom" notion (that isn't really at all) that impresses many folk. Look what happened to laws mandating motorcycle helmets — they were rolled back because of popular defense of the individual. The other factor is that credibility is currently out the window. Forget logic or statistics, simple arithmetic doesn't apply anymore. Two and two equal five -- or it seven? This takes a lot of painstaking work building back.

Individual businesses can take up the reins of placing weight behind not getting a shot. They are perhaps better than Biden at this time at being the better stick.
