Jimmy Carter's reaction to the Soviet Union moving into Afghanistan was one of aghast --he said something to the effect of "Now we know what the Russians are really like". He completely failed to understand that the USSR made their move because of their historic obsession with having "buffer" states. The Soviet Union was simply getting out the Fire Brigad in response to the increasing instability of Carter's Iran.
