A halfway measure is a halfway benefit to Americans. It doesn't make sense for America to produce products (at a price and quality) that people don't want.

America moved from textiles, shipbuilding, and steel to industries more profitable.

The unemployment agreement doesn't hold up. Tariffs on imported goods decrease employment nationally, contrary to popular understanding.
