A devolution of power to the level it fits and most efficient. Folk in the north of England don't want to be told how to live their lives from Whitehall and neither do tea traders in Boston from the British Crown. Certainly the first was understood by Tony Blair who successfully eased power from central government to the local (incidentilly after his departure this was reversed and contributed to Brexit which now has to be lived with).
One example where the U.S. can benefit a shift of power is in immigration. Let states (even towns and communities) decide what talent they wish to invite from the outside world. I touched on this in short peice "We Need Outside People to Help Us".
