Americans could benefit enormously by buying, without penalty, EVs, solar panels, wind turbines, etc, for their use, enjoyment, and pocketbooks (we simultaneously detach ourselves from technology access that we could build upon).

The irony is that it's unAmerican not to seek and acquire the best value products and know-how.

Unfortunately, America currently has almost a siege mentally that isn't easy to shake. It can be way more confident than how it's behaving.
