Social Security was sold to Americans because all became beneficiaries. Directing money to a particular group, in this case, the poor, is considered charity (or grudging handout) subject to sentimental whims.

Framing the base income as deserving or 'Right' could impede the sale (the 'Right' to abortion may have contributed to the backlash in America, for instance).

As you describe bottom-income people benefiting from unconditional payments, the case can be made for people who are not poor to also benefit.
