It's archaic how we build housing. They could be built in factories like autos. As you point out, Sears offered this 75 years ago, and Buckminster Fuller designed and built the "Dymaxion House" in 1945 for $65,000 plus free shipping.
We need to adjust our mentality regarding residential space, lifting us from the "American Dream" of owning a detached house on a plot of private land.
We can have a flip, where brilliantly designed modules made in factories can be as sought-after as Teslas.
Where are the architects? Many desirable aspects of the suburban house can be embraced into urban living.
If living modules are sexy and desirable, the NIMBY voices will be outclassed. The persistence of an old social status keeps the status quo at enormous expense.
A helpful change (although it sounds counterintuitive) is to eliminate all housing subsidies, including federally underwritten mortgages and property tax deductions. This would level the social status between ownership and renting -- as we achieved with autos, where it became purely a financial mechanism.
