Silly legislation may come from populations disturbed by this but don't know what exactly to do. Generally people are threatened by the homeless coming anywhere near them and so shelters have a battle opening and existing anywhere. Also shelters may not be the answer.
I suspect the homeless situation in Montreal (and in other places) is a result of failings of healthcare, education, employment, opportunities and just plain poverty.
I'm an advocate of a base income for all in the U.S. because I believe it's a way for the country to move forward, be more competitive in the world, increase our prosperity and become perhaps a happier nation. The UBI would be platform for all walks of life to do better including those without permanent shelter. I'm not suggesting it would altogether solve the issue but it would have a beneficial effect.
