I'm not sure if gentrication is the real issue you’re talking about. Sounds like more one of poverty. The great cities are those having constant renewal which by its nature changes the demographics of neighborhoods -- generally to being more wealthy. Existing owners can benefit from the increases in property value but tenants have more uncertain outcomes for sure.

A practice of longer leases to tenants could help. Also a basic income paid to all below a certain line would sure up those displaced.
