Cory, Putin doesn't have the military capacity to maintain the suppression of a generally hostile population. An occupying force would (according to U.S. Amy doctrine and written in the Economist) need to be 20 to 25 soldiers per 1,000 population. Putin has 4 to 5.

Foreign mercenaries? even more than Russians, you have to pay them.
