Corinne, I'm not saying sanctions are a good idea. They are generally counterproductive. What I am saying is that Cuba and Venezuela are dysfunctional because of their management.

Although the continued sanctions on, Cuba to my mind, play a roll in keeping the authoritarian administration in power.
