Certainly a master tactician but never interested in policy. He was instrumental in opposition to the Affordable Care Act essentially on he grounds that it would deny Obama (a Black man) a victory and a second term. No consideration that the ACA would have been enormously beneficial to Kentucky, one of the poorest states in America.
