There is a confusion of priorities. Not a first.

The American president has to show up to lead the world on climate. Being a figurehead is a vital part of the job. Handling a regional issue must come second or third, regardless of his desire to correct his initial mishandling.

It doesn't make sense for his reelection. Let's alienate young voters as they care the most about climate? Anyway, haven't we lost them already to the Israeli/Palestinian issue?

The excuses for Biden not attending the COP28 appear tossed into a pile by many and, if high enough, will be convincing.

Maybe Biden simply declared he was too old and tired to go.
