Bashar Salame, this can only be to a degree before it introduces a black market and environment for criminals to thrive. Taking the buzz out of cigarettes would undoubtedly do this with more severe consequences than we have. We have been somewhat successful with nicotine.

We should get additions squarely into the health rather than crime and enforcement concerns. The legalization of marijuana is a positive step, but this should be extended to many other now-outlawed drugs.

By adequately managing opioids, we can avoid the needless deaths of hundreds of Americans daily due to fentanyl.
