Ukraine needs to think of people as opposed to land. This doesn't mean giving Putin anything but instead getting Ukraine safe enough to operate as a functioning and productive nation while holding the line and causing damage to Putin.

Private investment needs to accompany the public money spent quickly.

Ukraine must be immediately brought into NATO. This would send the appropriate message to Putin and shore up Ukraine's security and place in Western Europe. A speedy entry into the EU would be beneficial.
