This is a vital distinction, not consistently made and unhelpfully so. It must be Putin's war, Putin's military, Putin's Russia, etc.

Sanctions should never have been placed on Russia (and placing more suggests Biden doesn't learn).

Instead of luring Russian oligarchs away from Putin, the sanctions drove them closer to him.
