Andrew Plummer, because they answer to a much smaller and narrower constituency. Politicians have to satisfy the public (or at least those who previously voted for them). Moving popular opinion requires really talented leadership plus a lot of time and patience. Public inertia is very stubborn -- but then once it's moving.
