Alexander, this should be no surprise. Counterintuitive, but the West could have accommodated the oligarchs and elite rather than making them enemies. They now are even more tied to Putin, having nowhere else to go.

It is Putin's Russia, and we have consistently failed to make the vital distinction. This doesn't help now and is no preparation for later when Putin is gone.
