Alexander, the gun laws in New Zealand before the Christchurch massacre were surprisingly lax. Mainly, I think, because firearms were never viewed as necessary (although hunting and military were different). Regular police and security did not carry hand guns. I don't recall this even considered (I grew .up in the country).
