Ace Swantalala, a response of force from whom?

It can be argued that poor leadership from the West failed Ukraine. Their assistance in defense of Ukraine from Putin's attack was untimely and indirect and could be called passive. It also focused on punishment where prevention was required (economic sanctions, etc.).
