The United States does not have a wealth tax because billionaires prefer the current pace of wealth accumulation compared to the 1990s.

A wealth tax would be an absolute nightmare to collect (France, hardly a capitalist paradise, abolished it). Better to go with a value added tax coupled with a generous UBI.
